In principle, Association “RusChlor” has been established in an effort to create a united communicative environment for all the plants and organizations of the chlor-alkali sector so that they could cooperate in solving the organizational and technological problems, defending their economical interests against the unjustified pressure being put on them by the Government at both the federal and local levels, representing themselves in Russian, foreign, and international organizations. Of course, we have been always keeping in our minds a general aim to assist in progressive development of Russian chlorine industry.
As Ruschlor’s charter stipulates it, our major fields of activity are the following ones:
- integration of all the Russian producers of chlorine and its derivatives into a single NGO so that they could cooperate in both defending their vital interests and solving acute technological problems;
- development of such principles of introduction of the modern technologies into the practice of production, product quality analysis, and environment and health protection that would be equally sustainable for the industry, the government, the environment, and the society;
- assistance to the consumers of chlorine and its derivatives so that they would be provided with both the products of only the highest quality and reliable information on the products’ properties, current rules regulating the transportation, unloading, reloading, warehousing, and safe application of those products under various circumstances in various activities;
- assistance to the producers of chlorine, its derivatives, and/or the various services that are relying essentially on the use of either chlorine or its derivatives in composing a unified corporate database covering a wide range of knowledge varying from the general issues of organization of the production and use of chlorine to special objectives pursued in development of technical regulations, recommendations, and other normative documents governing the said production and application of chlorine in various aspects;
- organization and performance of both the research-engineering and design-project works in the fields of interests of the chlor-alkali industry of the Russian Federation, which in particular includes preparation of expert's reports and other documents to be submitted to various governmental bodies and mass media;
- cooperation with the industry organizations of various forms of ownership as well as NGOs and structures of EU and UN at both the national and international levels so that RusChlor could exchange experience and information as well as develop an approach coordinated with the said organizations to all the problems being faced in both the organization of the safe process of production of chlorine and the protection of the environment;
- collection and publication of statistics about the production and use of chlorine and its derivatives in the Russian Federation and abroad so that the information gathered could be used in analyzing both the investment projects in the chlor-alkali industry and the projects in the field of protection of the environment as well as in forecasting the future performance of the said industry in Russian and world markets;
- certification of both the already functioning chlor-alkali facilities and the new ones;
- informational and technological aid to the members of RusChlor, governmental, non-governmental, and other organizations in formation, and implementation of the programs of development of the Russian chlor-alkali industry so that the national economy of the Russian Federation could maintain balance in the overall output amounts for chlorine and caustic soda;
- formation of the expert judgments on the matters of application of the new equipment and technologies in the chlor-alkali industry;
- logistic and informational aid to the members of RusChlor, governmental, non-governmental, and other organizations in organization of conferences, workshops, and exhibitions related to application of the new equipment and technologies in the chlor-alkali industry;
- generalization and popularization of the experience worked out by the members of RusChlor in solving the problems related to standardization and quality certification of the products and/or automated systems designed to control the quality of the products, ecological safety of the production process, and the rationality of the use of the natural resources;
- informational, methodological, and organizational aid to all the Russian producers of chlorine in certification of their productive sites, plants and facilities under the criteria of safety;
- informational, methodological, and organizational aid to all the Russian producers of chlorine in introduction into practice of the systems for controlling the quality of the technological processes, analyzing the end-products, managing the personnel;
- informational, methodological, and organizational aid to all the members of RusChlor in training the personnel in production management on the basis of the current world standards, which in particular includes experience exchange with the world leaders in the field being considered and recruitment of highly qualified specialists;
- assistance to all the Russian producers of chlorine in both the modernization of their obsolete productive facilities and creation of the new modern plants so that the whole Russian chlorine industry could reach the world standards in safety, sustainability, and efficiency;
- interaction with the natural monopolies so as to protect to the maximal possible extent the vital interests of the members of RusChlor.
To make progress in the above fields, Association “RusChlor” is currently concentrating its efforts on the following major meta-projects:
- formation of the legislative initiatives aimed at heightening the efficiency of the industry and lobbying for these initiatives in various governmental bodies;
- participation to a maximal possible extent in development of all the technological regulations and normative documents presumed to govern in any essential aspect the production or use of chlorine or its derivatives;
- aid to the members of RusChlor in defending their vital interests both in the Russian Federation and abroad;
- aid to all the interested parties in their efforts to organize and conduct in the interests of either the whole industry or any of RusChlor’s members any R&D works, conferences, workshops, exhibitions, advertising campaigns, presentations, courses of professional training, etc.;
- publication of scientific, pedagogic, methodic, popular, normative, and technical literature on the topics related to the above fields of activity.
