“Association of the chlor-alkali industry of the Russian Federation” (Association “RusChlor”)

There was held on the initiative of the Chinese Side the aforesaid event on February 17, 2023.

There have participated the following attendees in the conference:

  • on the Chinese Part:
  • Dep. Secretary General of China Chlor Alkali Industry Association (CCAIA) Mr. Zhang Pei-Chao;
  • Director of the CCAIA International Cooperation Task Force Ms. Lily Wong
  • on the Russian Part:
  • Executive Director of Association “RusChlor” Mr. Boris Yagud;
  • Expert Mr. Peter Mironov.

There had not been previously worked out any formal agenda for the event by the Parties in the run up to it there.

Here are the points the Chinese Party has put its interest on:

  • both the current state of and prospects for the production output in PVC and caustic soda in the Russian Federation;
  • general situation of the Russian Chlor-Alkali Industry as a whole;
  • the erection “from the scratches” in the Russian Federation of the brand-new production facilities for manufacturing PVC, chlorine, and caustic soda including both the projects being on the stage of implementation and those that were only being mulled as of the day of the conference;
  • modernization of the already existing production facilities including both the projects being implemented and those being thought over;
  • prospects for convening a face-to-face meeting between CCAIA and RusChlor including at the following international fora:
  • the next International-and-All-China Conference of the Chlor-Alkali Industry that is scheduled to be held this November;
  • the incoming annual Meeting of Members in the World Chlorine Council (WCC) scheduled to be held in the face-to-face regime this October.

In the course of discussing the aforementioned issues the Chinese Party has invited both Association “RusChlor” and Mr. Yagud in person to participate in the incoming CCAIA International Conference.

In answering the Chinese colleagues’ questions the Executive Director of RusChlor thanked them for that they had provided RusChlor with the handout materials of the latest International CCAIA Conference. In so doing Mr. Yagud underlined the timeliness of those materials and the presentations made by Euro Chlor, the US Chlorine Institute, AMAI (Alkali Manufacturers' Association of India), and CLOROSUR (Association of the Chlor-Alkali Industry of the Latin America in particular. Mr. Yagud also notified the Chinese Party on that all the aforesaid materials that had been receipt from them were being translated into Russian language so that they should be circulated as soon as possible among the member-companies of RusChlor in both the Russian and original formats.

In what followed Mr. Yagud has briefed the Chinese colleagues on both the current situation and actual development tendencies of the Russian Chlor-Alkali Industry including the manufacture of PVC. In so doing Mr. Yagud has notified the Chinese colleagues on a project aimed at erecting from the scratches new production facilities, on the one hand, and on the large-scale modernization project that is thought to involve the participation of the Chinese vendors of equipment and technologies in it. Mr. Yagud has underlined in this connection that owing the current international situation not only the RusChlor's cooperation with WCC were severed but all the all the RusChlor's relations with the Western colleagues were suspended for unlimited time. On the other hand though Mr. Yagud has stressed to the Chinese colleagues that all the Russian Chlor-Alkali Industry modernization perspectives are currently linked to China to rather a big extend.

In speaking on conveying the aforementioned face-to-face meeting between the representatives Association “RusChlor”, on the one hand, and those of CCAIA, on the other, the Executive Director of RusChlor thanked for the invitation in the first place and has promised to personally participate in the Conference if the circumstances allow that.

In elaborating on the matter a little further Mr. Yagud has in his turn invited the Chinese colleagues to participate in RusChlor’s next annual International Conference scheduled to be held in Moscow this June. In so doing Mr. Yagud has also underlined to the listeners that there are used to participating in the events being considered the top managers of all the Russian Chlor-Alkali companies that might potentially make up for clients for the aforementioned Chinese vendors of the technologies, equipment, and various services.

In the wrap-up of the online event the Parties have agreed to analyze the points of the mutual interest a little further with the use of the electronic mail, which in particular includes informing the member companies of each association no that work’s outcomes.
