The Chemical Industry Development Expert Board session held on July 10, 2023 in Moscow

There was held a session of the Chemical Industry Development Expert Board at the State Duma Committee on Industry and Commerce on July 10, 2023 on the premises of the State Duma, the Russian Parliament. The session was moderated by member of the Parliament (MP), Chairman of the Expert Board, Ms. Marija Vasil’kova.

There has participated Executive Director of Association “RusChlor” Mr. Boris Yagud in the Expert Board session there.

The Expert Board’s session’s agenda has been given here below.

There have been represented at the session as to the first issue on the agenda the outcomes of the works fulfilled on request by the President of the Russian Federation to provide both the universities / colleges and other scientific research organizations of the Russian Federation providing for manufacturing the chemical industry products with the additional measures of support.

As has been stressed to the session’s attendees by Chairman of ad-hock working group “Micro-Tonnage Chemistry” Mr. Andrew Ivanov there were managed to bring closer the positions taken by the scientists, on the one hand, and all the relevant Federal Executive Bodies, on the other.

As deputy Minister of Industry and Trade of the Russian Federation Mr. Michael Yurin has argued in this connection it is utterly important under the current circumstances that the efforts by the developers, manufacturers, and industrial consumers of SMSCT (Small- and Medium-Scale Chemical Technologies) as well as the ones by other interested parties should be focused on promoting the small- and medium-capacity chemistry.

As the Think Tank’s Chairman, MP Ms. Marija Vasil'kova has reminded to the session’s attendees the bulk of the basic chemicals are being sanctioned nowadays. On the other hand though most the industry-specific research both institutes and universities enjoy their own both test facilities and expertise to manufacture those chemicals. That, as Ms. Vasil’kova has put it, must be employed the country to acquire the much sought technological sovreignty.

As to the second issue on the agenda there have been heard the representatives of Ministries of both the Foreign Affairs and the Natural Resources, which has been followed by the Academy of Sciences of the Russian Federation at the session.

There has been underlined in the aforementioned presentations the importance of the well-known Montreal Protocol that had been initially developed to detail the measures aimed to control the substances disrupting the ozone layer of Earth. Having joined the Protocol the Russian Federation have been steadily developing the national legislation that is supposed to enforce the legal norms corresponding those stipulated in the Protocol.

Having taken into consideration the political pressure currently being unleashed on Russia, there has also been underlined by the session that strengthening the international ties is going steeply up in its importance. Therefore, there are being taken steps to this end along the line of action preliminary agreed by both the Ministry of the Natural Resources and whole Government of the Russian Federation so as to facilitate the international cooperation under all the existing Environment Protecting Formats including the Montreal Protocol.
