World Chlorine Council (WCC) Webinar on Safety

Representatives of Association “RusChlor” and Volgograd JSC “Kaustik” participated on November 17 through 18, 2020 from the Moscow RusChlor headquarters in the annual WCC Safety Seminar that was conducted in the form of internet conference this year.

The preliminary information on the two-day WCC Safety Seminar had been circulated among the Russian Chlor-Alkali Industry well before the event's scheduled dates.

The overall number of participants in the webinar has exceeded sixty in people dispersed all over the world.

The webinar’s programme has turned out rather busy, tight, and diverse (for more details see the supplement).

Tackling at the webinar of the problems faced in various world regions in both organization and conduct of the safe transportation of chlorine has stirred the biggest interest among the Russian participants in the event as have done both the techniques and administrative practices offered for the practical solutions of the problems.

Considerable although purely theoretical to rather a big extent interest has been also stirred among the Russians by the outcomes reached and the findings made in implementation of an investigative project called “Jack Rabbit”. The project had been unfolding for almost nine years as of the webinar date. The project aimed initially at improving the performance of the forecasting software that was applied in the West to the task of both modeling the evolution of the emergency situations involving a release of big quantities of the liquid chlorine and estimation of the situations’ consequences. There were conducted in series for this purpose a few live experiments in a remote US Army playground each one involving the release of rather a big (up to 20 tons) quantity of the liquid chlorine into the environment followed by first thorough measurement of the environmental parameters on the spot and then estimation of the consequences and damages sustained.All the active experiments were finished under project “Jack Rabbit" in 2016. The team of the researches is nowadays processing under the project the data gathered in the “Jack Rabbit” experiments so that they should make the generalized conclusions afterwards that would be possible to use in the practical forecasting.

Association “RusChlor” is expected to acquire the following materials shortly:

  • a video-record of the webinar;
  • all the presentations that were made at the webinar.

When had by RusChlor, these materials would be available to the member-companies in RusChlor at their requests.
