Dear colleagues,
Association “RusChlor” had been fulfilling its major task of protecting the Russian Chlor-Alkali Industry’s vital interests at both the governmental agencies and various NGOs for the reporting period.
The pandemic still raging out of control coupled with the recently happened sharp changes in the international situation in both the political and economic aspects have dramatically extended for RusChlor the scope of the discourse and contacts' intensity with the State Administration, Ministry of Industry and Trade of the Russian Federation as well as with the Russian Union of Industrialists and Entrepreneurs and Russian Chemists Union given that the latter two NGOs are having RusChlor as a member.
There are worth noticing the following formidable problems among those that had been tackled by RusChlor within the reporting period:
- - Optimization in the logistics schemes for the chemical products, raw materials, and equipment exports and imports so that the stability could be provided for the Chlor-Alkali production facilities;
- - Simplification under the end user liability of the customs clearance procedures that are enforced in importing the technological equipment into the Russian Federation;
- - Rescheduling the issuance of the so called “Integrated Environmental Permits” (IEP) so that they all should be granted before January 01, 2027.
- - Proposal development for assessing the possibility that the energy tariffs could be halved for the Chlor-Alkali products manufacture as well as for the manufacture of the related ones.
Reduction in the number of the Expert Examinations as to the industrial safety under the principal of sufficiency of the agreements reached with either designer or specialized organization on the changes to be introduced into the already Implemented Projects provided that the changes are linked to replacement of certain equipment pieces with the analogous ones either domestic or foreign made.
All the RusChlor's industry advocacy proposals have been submitted by us to the Government of the Russian Federation and the Ministry of Industry and Trade in particular.
We really count on them to be both upheld and taken into consideration there.
Association “Ruschlor” still continues with its work under the industry-wide certification system of “RusChlorCert” on thorough analyzing the instrument & equipment markets both domestic and international so that help in provision of the Chlor-Alkali facilities with reliable and safe production. There is given a list of the still valid such certificates in Supplement 1 together with these certificates’ xerocopies.
Although the international interaction have been dramatically reduced recently, we are still participating in the international and regional Chlor-Alkali industry Non-profit organizations’ activities. In so doing, we still stubbornly hope against odds that there better times will come so that our cooperation with our partners both old and new as well as with the new vendors of the modern Chlor-Alkali production technologies and equipment will resume here.
